Three men charged in 14 York Region break-and-enters following ‘Project Dora’ investigation

Three men are facing multiple charges after York Regional Police say they dismantled an alleged break-and-enter ring linked to at least 14 residential incidents across York Region. 

Investigators with the York Regional Police Integrated Property Crime Task Force (IPCTF) launched a months-long investigation in December 2025 into a series of break-ins in Vaughan, Richmond Hill and Markham. The operation was dubbed Project Dora. 

Police say the investigation led officers to the area of Tower Hill Road and Bathurst Street in Richmond Hill on Thursday, February 26, 2026, after receiving information that suspects of interest were in the neighbourhood. With assistance from York Regional Police Air Support, officers observed the suspects enter a residence on Tower Hill Road. 

When officers moved in, the suspects had returned to their vehicle, where they were arrested along with an alleged getaway driver. Police say a quantity of Canadian, U.S. and Filipino currency was seized at the time of arrest. 

Further investigation has since linked the accused to 13 additional residential break-and-enter incidents across York Region dating back to December 2025. 

Those Charged are Paata Memarne, 31, of Toronto; Mikheil Shvangiradze, 44, of Toronto; and Tariel Nikuradze, 38, of Vaughan. The trio faces multiple counts, including 11 counts of break and enter to commit, three counts of break and enter with intent, possession of break-and-enter tools and participation in a criminal organization.  

Nikuradze is also charged with breach of probation, as police say he was bound by a probation order at the time of the alleged offences.
