RCMP bust baggage tag smuggling scheme at Toronto Pearson; Two arrested

Two baggage handlers at Toronto Pearson International Airport have been charged after allegedly attempting to smuggle 21 kilograms of cannabis—valued at approximately $147,000—to France by misusing the luggage tags of an unknown passenger. The arrests follow a joint investigation involving Canadian and French authorities. 

The RCMP Toronto Airport Detachment launched the investigation in May 2025, after a French national was detained upon arrival in Paris. French police soon determined the traveler was unknowingly involved, released them without charge, and referred the matter to the RCMP’s Toronto Airport Detachment. 

Following an investigation, RCMP uncovered that the individual’s baggage tags had been switched onto a suitcase containing cannabis without their knowledge.According to the RCMP, the scheme involved “baggage tag switching” to disguise the ownership of the illegal contents.  

On July 4, 2025, the RCMP Central Region Toronto Airport Detachment Border Integrity Response Team arrested and charged the following individuals: 

Dugal Hearne (51) of Woodbridge, Ontario – a Swissport employee with over 25 years of service 

Edward Wynter (56) of Brampton, Ontario – a Swissport employee with over 21 years of service 

They are each facing multiple charges, including exporting cannabis, possession of cannabis for export, and conspiracy to commit an indictable offence. 

The RCMP credited Swissport for its cooperation, stating that the company’s support was instrumental in the timely arrests. 

Inspector John McMath of the RCMP emphasized the broader issue, noting that baggage tag switching has become a tactic in ongoing smuggling operations. “We urge the public to remain vigilant during all phases of travel,” he said. 

Both accused have been released on undertakings and are expected to appear in court in Brampton next month.
