‘Project Reproach’ leads to multiple arrests in underage sexual exploitation case

Toronto police have arrested five men following a human trafficking investigation focused on protecting minors from sexual exploitation. 

In February 2026, the Toronto Police Service Human Trafficking Enforcement Team launched “Project Reproach,” an initiative aimed at combating the purchase and sale of sexual services involving underage victims. Investigators allege that through deception, coercion and control, an accused individual procured and attempted to traffic an underage girl. Police further allege that several accused men communicated with and attempted to obtain sexual services from the same underage victim. 

On Saturday, February 21, 2026, officers arrested 24-year-old Ebenezer Kodua of Toronto. He has been charged with procuring a person under the age of 18, trafficking in persons under 18 by recruiting, and obtaining sexual services for consideration from a person under 18. He was scheduled to appear in court at the Toronto Regional Bail Centre on Finch Avenue West later that morning. 

Project Reproach also led to the arrest of four additional adult men, each charged with obtaining sexual services for consideration from a person under 18. 

Investigators say they are concerned there may be other victims and have released an image as part of the ongoing investigation.
