Ontario’s government is moving to make housing more affordable by proposing a full rebate of the 8% provincial portion of the HST on new homes priced up to $1 million. The plan could save first-time buyers up to $80,000, or $130,000 when combined with the federal government’s proposed 5% rebate.

Finance Minister Peter Bethlenfalvy said the initiative is aimed at lowering costs for families and boosting economic confidence. The rebate will align with the federal program, offering phased reductions for homes between $1 million and $1.5 million, with a minimum of $24,000 in savings.

This new rebate complements Ontario’s existing HST New Housing Rebate, which already provides up to $24,000 in relief. Alongside this, the province is investing heavily to increase housing supply, including $4 billion for the Municipal Housing Infrastructure Program and $1.2 billion through the Building Faster Fund.

Full details of the plan will be outlined in the 2025 Ontario Economic Outlook and Fiscal Review on November 6, 2025.
