The Ford government has tabled an omnibus bill, the “Fighting Delays, Building Faster Act,” which includes more than 40 legislative and regulatory changes across multiple sectors. One of the key changes focuses on speeding up and tightening rent dispute hearings at the Landlord and Tenant Board (LTB).
Under the proposed rules, tenants must give advance notice if they plan to raise new issues during a rent arrears hearing. If they fail to do so, they won’t be allowed to bring up those issues at the last minute, a move aimed at reducing delays and protecting landlords from financial losses.
The legislation would also require tenants to pay at least 50% of the rent they owe before being allowed to raise new matters in a hearing. The province says this will discourage unfair rent withholding and help keep cases moving efficiently.
Additionally, the Attorney General would gain more authority to set clearer rules for reviewing LTB decisions, a step the government says will speed up hearings, reduce backlogs, and ease pressure on the system.
Finally, Ontario plans to introduce new rules for repeated late rent payments, aiming to create a more consistent and fair process for both landlords and tenants.
