Markham man charged with criminal harassment; police seek witnesses

Investigators with York Regional Police are appealing for witnesses to come forward following a criminal harassment investigation in Markham. 

Police say that on Monday, January 12, 2026, at approximately 3:50 p.m., officers were called to the Pan Am Centre after a report of a suspicious person. According to investigators, the victim was walking toward the entrance of the facility when an unknown male began repeatedly calling the victim by name. The behaviour continued until the victim entered the building. 

Once inside the swimming area, the victim noticed the same male seated in the stands. Facility staff asked the individual to leave, and police were contacted. 

Through the investigation, officers learned the man had allegedly been attending the victim’s swim practices repeatedly over the course of several months. 

On Wednesday, January 14, 2026, Luigi Kong, 54, of Markham, was charged with criminal harassment. 

Police have released an image of the accused and are asking anyone who may have witnessed the incident, or who has had similar interactions but has not yet spoken with investigators, to come forward.
