Man arrested after noxious substance sprayed at downtown flag-raising event

Toronto police have arrested a man following an incident in which a noxious substance was sprayed at a civic event in the city’s downtown core. 

The incident occurred on Monday, November 17, 2025, at approximately 11:07 a.m., during a City of Toronto flag-raising ceremony near Queen Street West and Bay Street. Police allege that a man approached a participant at the event and sprayed them with a noxious substance. No injuries were reported. 

The suspect fled the scene but was located and arrested a short time later by responding officers. 

Police have identified the accused as Darren Richmond, 59, of Toronto. He has been charged with: 

  • Assault with a Weapon 
  • Administering a Noxious Substance with Intent 

Richmond is scheduled to appear at the Ontario Court of Justice on Friday, January 9, 2026
