Former OPSEU Local 228 president arrested in $100K fraud probe

Peel Regional Police have arrested and charged the former president of Ontario Public Service Employees Union (OPSEU) Local 228 after an investigation revealed the alleged misappropriation of more than $100,000 in union funds. 

The probe began when the union uncovered financial irregularities through an internal review and alerted police. On September 19, 2025, investigators arrested 41-year-old Mark Babcook of Toronto, who now faces charges of Fraud Over $5,000 and Possession of Property Obtained by Crime. 

Babcook was released under strict conditions and is set to appear before the Ontario Court of Justice in Brampton at a later date.
