Toronto police have arrested two people and laid multiple charges following a human trafficking investigation that began in October 2025.
The Toronto Police Service Human Trafficking Unit alleges that the accused used a combination of deception, coercion, and control to traffic a female victim in southern Ontario. Investigators say the suspects created and posted online advertisements offering sexual services, which included the taking of sexualized photographs.
On Tuesday, December 30, 2025, members of the Toronto Police Service Human Trafficking Enforcement Team located and arrested 33-year-old Romelle Morgan and 21-year-old Feza Ngongo, both of Toronto. Morgan is charged with procuring and failing to comply with a probation order. Ngongo is charged with trafficking in persons and advertising another person’s sexual services.
Investigators say they are concerned there may be additional victims. Images of the accused have been released to assist with the investigation.
