Ontario appoints supervisors to Peel and York Catholic School Boards amid governance concerns

The Ontario Ministry of Education has placed the Peel District School Board (PDSB) and York Catholic District School Board (YCDSB) under the guidance of appointed supervisors due to ongoing internal conflicts and financial challenges that could affect student learning and outcomes. 

Education Minister Paul Calandra said the decision is intended to strengthen management, improve oversight, and ensure student success remains the top priority. “After careful review, it is clear that both Peel and York Catholic are facing serious challenges that they cannot resolve on their own,” he said. 

Earlier this year, the PDSB was temporarily placed under provincial supervision to prevent mid-year staffing changes that could have created uncertainty for families and staff. At the same time, the YCDSB was notified that governance issues were impacting public interest, prompting consideration of similar oversight. 

Heather Watt, a management consultant with over two decades of experience in both public and private sectors, has been named supervisor for PDSB. Carrie Kormos, who brings more than 30 years of experience advising executive teams and boards across Canada, will oversee YCDSB. Both supervisors will report regularly to the Ministry on financial stabilization, efficiency improvements, and operational effectiveness. 

Eight school boards across Ontario are currently under provincial supervision due to mismanagement, reflecting the government’s focus on accountability and public trust in the education system.
