As global travel patterns shifted in 2025, the Canada Border Services Agency worked to balance border security with the flow of legitimate travellers and trade.
The CBSA processed over 70 million travellers, a 12 per cent decrease from 2024. This included approximately 31.1 million air travellers, 35.8 million land travellers, and 3.2 million travellers arriving by water. Officials say the reduction in traveller volumes allowed officers to redirect resources toward enforcement and removal priorities.
Despite the operational pressures, the CBSA continued to support Canada’s economy by examining more than 4.3 million commercial trucks and collecting over $40 billion in duties and taxes, consistent with the previous year’s figures.
To strengthen capacity, the agency added 1,000 new officers in 2025, expanding its ability to intercept illegal goods, enforce import rules, investigate unfair trade practices, and maintain border security. Those new hires joined a workforce of 16,500 employees, including more than 8,500 frontline officers, operating at roughly 1,200 ports of entry nationwide.
CBSA officials say the year’s results reflect the agency’s dual mandate keeping Canada safe while ensuring the efficient movement of people and goods across its borders.
