Toronto, ON- Canada’s immigration department, Immigration, Refugees and Citizenship Canada (IRCC), has announced a postponement in its earlier decision to remove some study programs from Post-Graduation Work Permit (PGWP) eligibility.
These programs were originally scheduled to become ineligible for PGWP as of June 25, 2025, but will now remain eligible until early 2026. Students who applied for a study permit between June 25 and July 4, 2025 will also remain eligible for a PGWP, even if the program they enrolled in was previously removed from the list during that period.
As a result of this update, the total number of PGWP-eligible study programs has increased from 920 to 1,107. These program eligibility changes primarily affect college graduates. Students enrolled in university bachelor’s, master’s, or PhD programs are exempt from these field of study requirements.
On June 25, 2025, IRCC introduced major updates to the PGWP-eligible program list:
- 119 new programs (including many in the “Education” field) were added, and
- 178 programs were removed — including the entire “Transport” field.
These changes primarily impacted students enrolled in non-degree programs, such as diplomas and certificates.
Students who submitted their study permit applications before June 25, 2025, were grandfathered under the previous rules, meaning they remain eligible for a PGWP based on the program list at the time of their application.
Students who applied on or after November 1, 2024, are subject to the new field of study requirements.
