50-year-old Toronto man charged in internet child luring investigation by Niagara police

The Niagara Regional Police Service (NRPS) announced today that investigators have arrested a 50-year-old Toronto man in connection with a child luring investigation. 

Police say that in March 2025, NRPS’s Internet Child Exploitation Unit launched a proactive undercover investigation targeting an individual suspected of using the internet to contact children for sexual purposes. 

In February 2026, NRPS collaborated with the Peel Regional Police (PRP) to starte a joint investigation. On February 24, 2026, NRPS arrested Joseph Michael Mortillaro, 50, of Toronto. He faces the following charges: luring a child via telecommunication to facilitate sexual interference (2 Counts) and harassing communications. 

Mortillaro remains in custody and is scheduled to attend a bail hearing on February 25, 2026, at the Robert S.K. Welch Courthouse, 59 Church Street, St. Catharines. 

Detectives allege that Mortillaro used the online usernames “DadOfTwo” and “Mike” on various platforms to allegedly commit offences against children. 

The NRPS warns that online platforms which allow users to connect with minors, share, or store Child Sexual Abuse Material (CSAM) are monitored closely. Offenders attempting to lure children using anonymous accounts on these platforms can be identified and will face criminal charges.
